§ MR. POWELL (Wigan)I beg to ask the Vice President of the Committee of Council on Education when the instructions to Inspectors will be distributed, and when the Code will be printed and circulated in such a form as to show separately all articles cancelled, modified, or established since the last edition, in accordance with custom and the provisions both of the Code now in force and of the New Code? I also beg to ask when the New Code of Regulations will come into force?
§ SIR W. HART DYKEI have already stated that the instructions to Inspectors will be distributed as soon as possible; the changes in the Code are so extensive that it would not serve any useful pur- 408 pose, while enormously increasing the bulk of the document, to print it in the form suggested; the plan observed in the year 1882 has therefore been followed. In reply to the second question of my hon. Friend, I cannot do better than refer him to the terms of the Minute prefixed to the Code, showing that it will practically come into operation on the 1st of September.
