I beg to ask the First Lord of the Treasury whether the words "other minerals," used in the proposed terms of reference to the Royal Commission on Mining Royalties, will cover an inquiry into the Royalties payable on clay used for making brick or other manufacturing purposes; and, if not, will he amend the terms of reference so as to include all mineral substances, the raising or obtaining of which is made subject to a "Royalty" charge?

I am not aware that clay can be classed as a mineral, and, as I am of opinion that the Royal Commission on Mining Royalties will have a sufficiently onerous task without extending further the scope of their inquiry, I cannot consent to include clay for brick making in the reference to the Commission.
