I wish to ask the Government how they mean to deal with this Bill, which affects millions of property in this country. I think we are entitled to ask that a Bill of this sort should not have any Government sanction unless the law officers of the Crown can assure the House of Commons that it involves no change in the law.

I can only say that if the right hon. Gentleman can persuade hon. Members behind him to withdraw their objections to proceeding with this Bill, it may be possible for the Government to state their views upon it.
