I beg to ask whether, in view of the declaration of the representative of the Board of Admiralty, that no share of the duties connected with the local defence of our coasts, either by batteries or submarine mines, could be allocated to the Naval Volunteers, because these defences are under the War Department, Her Majesty's Government will consider whether some arrangement can be made for placing all the forces intended for local coast defence under one authority, so that they may work together for the protection of the country?
