Clause 1.

SIR G. CAMPBELL (Kirkcaldy)

In rising to move in line 18 to leave out "29,000" and insert "28,000," I wish to avail myself of the opportunity of calling attention to the conduct of the Colonial Office in connection with the alienation of what I may call the last half million of square miles of land in South Africa which are available for the emigration of the poor of this country.

THE CHAIRMAN

Order, order! The observations which the hon. Member proposes to make on that topic will not be relevant to the present Bill.

SIR G. CAMPBELL

The Bill deals with the Vote for the Colonial Office.

THE CHAIRMAN

There is nothing in the Bill which applies specially to the Colonial Office. The only Amendment permissible is an Amendment for the reduction of the sum mentioned in the Bill.

SIR G. CAMPBELL

That is what I meant to move.

THE CHAIRMAN

But inasmuch as the money is not intended for any particular service, it would be irregular to enter into the discussion of a particular service.

Clause 1 agreed to.
