HERBERT GARDNER (Essex, Saffron Walden)asked the President of the Local Government Board whether it is the intention of the Local Government Board to issue a Circular to the County Councils, under Section 53 of "The Local Government (England and Wales) Act, 1888," in order to place the recommendations of the Boundary Commission before the Councils, or whether the Councils can proceed to make the representations in regard to those recommendations without awaiting any such Circular?
