I think we ought to have some explanation of it.

I may, perhaps, say, shortly, that the Government see no objection to the Bill. Its purpose is simply to avoid the necessity of issuing two rates; but it in no way alters the incidence of the rate or the power now vested in authorities. Simply, it proposes that one rate may be levied instead of two, and is, in fact, the application of a principle that has been adopted in previous legislation.
