In relation to this Bill I notice a Motion on the Paper to refer it after Second Reading to a Standing Committee. May I ask what course the Government have decided to adopt in reference to sending Bills to a Standing Committee? It was, I believe, intended, when Standing Committees were first set up in 1882, that they should be reserved for Government Bills, so that Members who sacrificed their time to these Committees might know that they were dealing with measures for which the Government was responsible.
