asked the President of the Board of Trade whether he could forward a Circular to the Sea Board County Councils, directing their attention to the first section of the Sea Fisheries Act, having reference to the formation of fishing districts, for the purpose of prohibiting the discharge of any substance detrimental to sea-fishing?

The Board of Trade are about to issue the Rules which they have drawn up for the guidance of those applying to them for Fishery Orders. These Rules will be published very widely, and will be accompanied by a circular calling attention, amongst other matters, to the point referred to by the hon. Member.
