Evans, the writer of the article in the Contemporary Review on "The London County Council and the Police," is Mr. H. K. Evans, one of the first-class clerks in the Receivers' Office; and, if he is the same gentleman, does he come within the Rule made in 1879, by which officers attached to a Department were precluded from publishing works relating to the Department without permission, and had he obtained the necessary permission?
