§ THE PRESIDENT OF THE BOARD or TRADE (Sir MICHAEL HICKS-BEACH,) Bristol, W.I have communicated with the Chairman of the Life Saving Appliances Committee. He informs me that the Committee are now in Session. They have held several meetings, and no time is being lost in formulating the rules, having due regard to the complicated nature of some of the subjects under discussion.
