I beg to ask the Chief Secretary if he is aware that warrants have been issued against my hon. Friend the Member for South Down (Mr. M'Cartan) and the Member for East Clare (Mr. Cox) for speeches delivered by them during the recess; and, if so, why the practice of issuing summonses has been departed from, and why my hon. Friends are not to be allowed to finish their Parliamentary labours?
