* THE PRESIDENT OF THE BOARD OF TRADE (Sir M. HICKS BEACH) (Bristol, W.)

I have to ask the House to assent to the Second Reading of this Bill, in order that it may be committed pro formâ and reprinted with Amendments, by which it is proposed to omit the coupling clauses.

The Bill will not be worth having if the coupling clauses are omitted; and, therefore, on behalf of those hon. Members who take an interest in the matter, I object to the course proposed.

At any rate, no one can object to my moving that the Order be withdrawn and the Bill discharged in order that I may introduce another Bill.
