I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland whether an increase of salary has recently been given to Mr. Cecil Roche, R.M.; and, on what date was the increase given, and for what reason?

MR. A. J. BALFOUR

Mr. Cecil Roche, R.M., has among others been recently promoted from the third to the second class of Resident Magistrates. The date was the 1st of March. The reason was that, in the opinion of the Government, be thoroughly deserved it.

MR. HAYDEN

Is it true that Mr. Roche has been promoted over the heads of officers who have been much longer in the service?

MR. A. J. BALFOUR

Promotion does not go by order of seniority.

MR. FLYNN

Is the right hon. Gentleman aware that a resolution has been passed in the district protesting against the promotion of this fanatical firebrand?
