§ MR. MATTHEWSThe question of the adoption of this system is now under my consideration. I am making inquiries as to the probable cost of any practicable scheme. Until this is ascertained I cannot say definitely whether the system is one that can be used with advantage either generally throughout the Metropolis or in particular districts.
