I beg to ask the Lord Advocate when the Minute of the Scotch Education Department, referred to in Clause 19, Sub-section (4), of the Local Government (Scotland) Bill, will be submitted to Parliament, or its provisions explained to this House?

The Minute referred to will, in accordance with the provisions of the Bill, be submitted to Parliament as soon as may be after the Bill becomes law. The intention of the Government with regard to its provisions has been explained by my right hon. Friend the Chief Secretary; but we shall be glad to give the hon. Member further information in regard to any points on which he desires it.
