I beg to ask the Under Secretary of State for India whether, although the Secretary of State in October last ordered that all civil engineers serving in Upper Burma should receive an addition of Rs. 100 per mensem to their present pay while so serving, when the bills were sent in by the officers in question containing this addition, the accountants refused to sanction such payments, stating that they had received no orders on the subject; and whether the Secretary of State can state why the said payments were not made as ordered; and if he is unaware, whether he will cause inquiries to be made?

I cannot admit that the Secretary of State gave any such order in October last as is stated in the question, but he was informed by the Government of India in March last that these allowances would be made. The Government of India have not reported any difficulty as to the payment of these officers.
