I beg to ask the Under Secretary of State for the Colonies whether Sir Arthur Havelock has brought with him a Report of the proceedings of the Special Judicial Commission which was opened at Et-showe, in Zululand, in November 1888, and finished its work in April 1889. by passing sentences of imprisonment of 10, 15, and 12 years on Dinizulu, Notabuko, and Tshingana; and, if so, how soon the Report will be laid before Parliament?

The second portion of the Report of the proceedings of the Special Commission subsequent to December last has not been brought home by Sir A. Havelock, as it was not completed when he left Natal. It is expected to be in the hands of the Secretary of State at the beginning of August, when it will be presented to Parliament with the least possible delay.

When will the Papers in continuation of the South African Papers be presented?
