§ MR. RAIKESIn reply to the hon. Member, I have to say that I have received by telegraph a report to the effect that the message was accidentally mislaid, and not discovered until an 1689 examination was made in the afternoon of all the messages then in the office. There seems to have been inexcusable carelessness, of which I will not fail to take suitable notice.
