I beg to ask the Postmaster General what is the cause of the delay in the extension of telegraphic communication to Kinloch-bervie and Scourie, in the County of Sutherland, and when he proposes to proceed with the work?

I understand that the Postmaster General caused the hon. Member to be informed by letter on the 12th ultimo of the reason why the extension could not take place, namely, that as the extension of the telegraphs to Kinlockbervie and Scourie would not be remunerative, it could not, in the absence of any special arrangement between the Scotch Office and the Treasury, be made except under guarantee. No such special arrangement has been made, and the Postmaster General has no power to proceed.
