I beg to ask the President of the Board of Trade from what date it is intended to license Foreign Pilots under the Bill read the third time on Saturday evening; and whether it is intended that there shall be any limit to the number of foreigners so to be licensed as pilots for entering British ports?

As I read the Bill to which the hon. Member refers, the proper way to give effect to the intention of Parliament will be to maintain the status, quo until the date at which the new Act is to come into operation. Clause 1 is an enabling Clause, and does not take away the discretionary powers at present enjoyed by the Pilotage Authorities and the Board of Trade.
