BUCHANAN (Edinburgh, W.)I beg to ask the Under Secretary of State for Foreign Affairs whether it is a fact that a Royal Decree has been issued at Lisbon authorising the establishment of a Portuguese mission at Mponda, at the southern end of Lake Nyassa, having amongst its objects the colonisation of that district; whether this decree claims territorial sovereignty by Portugal over that district; and, whether Her Majesty's Government will decline to recognise that claim?
