I wish to ask whether the Government will give the names of the gentlemen who will be appointed on the Royal Commission to consider the rights of salmon fishery in Scotland?

The Commission has been constituted, and consists of the hon. Member for Elgin, the Solicitor General for Scotland, the hon. Member for Wigtownshire, and Mr. J. K. Murray, a gentleman well known in Scotland. The Commission will begin work as soon after the holidays as possible.

I must protest against the taking of an important Scotch Vote at this late hour, when it is impossible that it can be fully discussed.
