I beg to ask the Chancellor of the Exchequer whether the sanction of the Treasury has yet been given to the Scheme put forward by the Irish National Teachers' Organisation, and approved by the National Board, for the benefit of the widows and orphans of the Irish teachers?

The sanction has not yet been given. The Treasury have lately been concerned in the investigation of more than one important fund, in which, owing to defects in actuarial calculations, or unsound initial organisation, or changes made in the direction of laxity, sometimes called generosity, the fund is now not in a position to meet its liabilities. Great care has therefore been necessary in the examination of the present scheme, though Government money is not involved, as the scheme is to be self-supporting. I have been in communication with the Chief Secretary on the subject, and hope to come to a final agreement with the Irish Government very shortly.
