I beg to ask the Under Secretary of State for Foreign Affairs whether the time has now arrived when Her Majesty's Government should urge upon the Sultan of Zanzibar to decree the abolition of domestic slavery in the islands of Pemba and Zanzibar?

It would be inconvenient, and would not conduce to the objects which my hon. Friend has in view, to make a declaration upon this matter, but the subject must in any case come under consideration in connection with the contemplated Conference upon the Slave Trade. Her Majesty's Government will neglect no opportunity of lessening both the area and the evils of slavery as far as their influence extends.
