I beg to ask the First Lord of the Treasury if he is able to give the House any information as to the progress made by the Royal Commission on the Administration of the Army and Navy in the consideration of the important questions referred to them?

The Royal Commission has agreed upon a preliminary Report on part of the subjects submitted for their consideration; but, inasmuch as this Report deals with matters of the highest importance and calls for the most careful consideration of the Government, I am unable at this late period of the Session to hold out any hopes of being able to make any communication on the subject to the House this Session. During the autumn the Commissioners hope that they will be able to conclude their final Report.
