view of the fact that additional taxation is necessary in the present year, it is impossible to make modifications of the existing duties which would involve a loss to the Revenue. The alteration which the hon. Member suggests is of this character. Moreover it does not stand alone, and if we are to undertake a revision of the House Duty we must await a time when it is possible to deal with the whole group of questions which would thus be opened up.
