I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland, with reference to the case of Charles Frizelle, Castlekevin, county Wicklow, whether he will state under what section of "The Land Law (Ireland) Act, 1881," the tenant could. have applied to the County Court Judge to stay the ejectment proceedings taken against Him by the landlord for the non payment of the old rent; whether he is aware that the tenant, having served his originating notice to fix fair rent before November 1887, was entitled to the benefit of the fair rent from 1st May, 1887, but, owing to the insufficient number of Sub-Commissioners appointed by the Lord Lieutenant, Frizelle could not get his fair rent fixed up to the time of the service of the eviction notice; whether the service of this notice converted him into a caretaker, and thus deprived him of the right to have his application to fix a fair rent heard; and whether he will make some provision to meet such cases of hardship where the tenant is willing to pay a fair rent, but is unable to get such rent fixed owing to the insufficient number of Sub-Commissioners?
