asked the Postmaster General if it was his intention to place postmasters on the same footing as all the other officers in the Post Office as regards classification to annual increment; and, if not, would he state the reason for refusing the concession?

The circumstances of the various post offices differ so materially that I do not think it would be practicable, from an administrative point of view, to adopt the suggestion of the hon. Member. Each case must, I think, necessarily be dealt with upon its own merits.
