MR. BRADLAUGH

asked the Under Secretary of State for India whether there was any truth in the statement that Colonel E. P. Henderson, for some years in charge of Thuggee investigations, had been put on special duty, including watching the Indian National Congress leaders; if so, would he state on what grounds loyal persons engaged in a moderate and constitutionally conducted reform movement were subjected to the espionage of an experienced Thuggee official?
