Order for Second Reading read.

This Bill passed the Second Reading last Session, but at so late a period that it was found impracticable to get it passed through Committee. Its object is to extend the summary procedure in Scotland for the recovery of small debts from £12 to £25. The Bill had the approval of the Lord Advocate and his predecessor, and I now beg to move the Second Reading.

Motion made, and Question proposed, that the Bill be read a second time.

The main object of the Bill I thoroughly approve, but there are certain clauses, however, that are considered as rather dangerously stringent. If my hon. Friend will put off Committee to a tolerably distant date, so that these clauses may be considered, I offer no objection to the Second Reading.
