MR. DUGDALE (Warwickshire, Nuneaton)

I beg to ask the President of the Local Government Board whether payment of the Police Grant in counties, under Section 16 of "The County and Borough Police Act, 1856," for the half-year ending the 25th March last, is "a right accrued before the 31st March last," within the meaning of Section 24, Sub section 1, of the Local Government Act, 1888;" and, whether any provision has been or will be made for payment to the county of Warwick of such grant; and, if not, why not?

The answer to the first paragraph is in the negative. No right accrued to receive money from the Exchequer in respect of a local police force until a certificate of efficiency was given by the Inspector. No such certificate has been given, nor, consequently, has any right accrued before the 31st of March, 1889, except in respect of the police year ending the 29th of September, 1888. The contribution in respect of the police year from September 1888, to September, 1889, will come from the County Council under the 24th section of the Local Government Act.
