MR. HOWARD VINCENT (Sheffield, Central)

asked the President of the Board of Trade, If he has nominated a Committee under the Saving Life at Sea Act of this Session to advise upon the Rules to be made under it; and, in such case, of whom the Committee consists, and particularly how the safety of the seamen and passengers on merchant ships is represented thereon?
