asked the Secretary of State for the Home Department, Whether he will reconsider the approval given to the refusal of the Chief Inspector of Factories to prosecute under the Truck Act where fines have been deducted from workmen's wages; and whether he will cause fresh instructions on this head to be issued to the Inspectors of Mines and Inspectors of Factories?
