said, he desired a personal explanation in reference to the Bill. When, the other night, the second reading was proposed by the right hon. Baronet the President of the Board of Trade (Sir Michael Hicks-Beach), he (Dr. Tanner) opposed that Motion. Since then he understood another hon. Member had stated publicly that it was through his opposition the Bill was deferred. With no wish to detain the House, he thought it right to make this explanation.
