said, he under- stood the Government would consent to this Bill being read a second time on condition that it should be referred to the Grand Committee to be considered in conjunction with the Government Bill.

said, he did not know that his hon. Friend would gain anything by the course he proposed; because it would be open to him, and equally convenient, to move his proposals as Amendments to the Government Bill in Committee. But he recognized the great interest the hon. Member had always taken in the subject, and would not oppose his wish, upon the understanding that the Committee took the text of the Government Bill to work upon.
