asked the President of the Local Government Board, how it is intended to make up the Licensing Committees for such Electoral Divisions in London as may be separate Licensing Divisions before the District Councils are constituted?

The constitution of the Licensing Divisions will devolve on the County Council. When District Councils are set up in London each district will be a Licensing Division. Until then it will devolve on the County Council to constitute Licensing Divisions by grouping Electoral Divisions for that purpose.
