§ SIR GEORGE BADEN-POWELL (Liverpool, Kirkdale)asked Mr. Chancellor of the Exchequer, Whether lorries or other vessels used exclusively within the boundaries of docks for transferring timber from steamers to railway trucks, canal barges, or stacking yards within the docks, would come under the designation of "Trade Carts" or waggons used for the conveyance of any goods or burden in the course of trade; and, whether such vehicles would be liable to the new Cart Tax if it can be shown 1453 that they never use the roads in the course of trade?
