BALFOUR) (Manchester, E.)Under Section 22 of 25 & 26 Vict. c. 83, no person in receipt of a salary from the Local Government Board is capable of serving as a Guardian; nor is any person receiving a fixed salary or emolument from the poor rates in any Union capable of serving as a Guardian therein. I am not aware of any legal obstacle in the way of any such person becoming a member of a Dispensary Committee.
