MR. CALDWELL (Glasgow, St. Rollox)

asked the Postmaster General, Whether it is the case that when Post Officials are off duty through sickness one-half of the pay is deducted in the case of Glasgow, whilst only one-third of the pay is deducted in the case of Manchester; and, whether there is any reason for giving this greater advantage to Manchester over Glasgow?

Yes, Sir; such is the case. The more favourable Rule in operation in Manchester is one of old standing, and applies to two or three Provincial offices only. It would not be practicable to extend it to the Service generally, although such a privilege in the case of a particular office appears to me invidious, and only to be excused on the ground of having been long recognized.
