said, he was quite willing to agree that the Bill should not apply to Ireland; but in England the Bill was much needed.

MR. T. M. HEALY (Longford, N.)

said, he would advise the hon. Member to move the discharge of the Bill, and bring in an amended Bill; he would be in exactly the same position.
