HUNTER (Aberdeen, N.)asked the Lord Advocate, Whether the Government will consent to allow the Trawling (Scotland) Bill to be read a second time on the understanding that a Proviso will be inserted in Committee authorising the Fishery Board, with the sanction of the Secretary for Scotland, to make orders from time to time authorising beam trawling in specified areas in cases where it is proved to the satisfaction of the Fishery Board that such trawling will not be injurious to the industry of the line fishermen?

The question is one which should be dealt with in a Government Bill and not in a Bill brought in by a private Member. The Government are not prepared to take action at present.
