asked the Under Secretary of State for Foreign Affairs, If he will be good enough to ascertain and inform the House whether the Chairman or any of the Inter- State Commerce Commissioners of the United States of America, appointed under Act of Congress, No. 41, of February, 1887, possess specialist qualifications, either of a legal or judicial character, or as being experts in railway management, or otherwise?

An inquiry with reference to my hon. Friend's Question has been addressed to Her Majesty's Minister at Washington, and his reply has not yet been received; but from inquiries which I have been able to make in this country, I have reason to believe that in making such appointments special attention is paid to the legal and technical qualifications of the candidates.
