said, he would appeal to the Government to say whether or not they had an intention of bringing in their Welsh Education Bill; and, if not, whether they would allow this and another Bill on the same subject before the House to be referred to a Select Committee? The matter had been standing for three years, waiting for the Government proposals; and if, without further delay, a Committee were allowed to consider these Bills, something might be arrived at.

said, it was a matter not for him to decide.
