§ Motion made, and Question proposed, "That the Bill be now read a second time."
§ MR. JORDAN (Clare, W.)said, he wished to know, before the Bill passed a second reading, whether all the notices had been served; and whether all the necessary preliminary steps had been taken with regard to the Bill?
§ MR. COURTNEY (Cornwall, Bodmin)said, that the hon. Member asked as to the fact whether all the necessary steps had been taken. The Bill would certainly not be remitted to a Committee until it had been certified to the Examiners, and all the Standing Orders of the House had been complied with.
