Motion made, and Question proposed, "That the Bill be now read a second time."

MR. JORDAN (Clare, W.)

said, he wished to know, before the Bill passed a second reading, whether all the notices had been served; and whether all the necessary preliminary steps had been taken with regard to the Bill?

MR. COURTNEY (Cornwall, Bodmin)

said, that the hon. Member asked as to the fact whether all the necessary steps had been taken. The Bill would certainly not be remitted to a Committee until it had been certified to the Examiners, and all the Standing Orders of the House had been complied with.
