MR. CUNNINGHAME GRAHAM (Lanark, N.W.)

asked the Secretary of State for the Home Department, If there is any truth in the statement that his orders have been infringed lately with regard to the Special Reports which the Metropolitan Police are bound under the Order of January, 1885, to send in, in cases where they have been obliged to use the "frog's march" in conveying refractory prisoners?

(who replied) said: I am informed by the Commissioner of Police that he is not aware of any case where the "frog's march" has been used without a Special Report being made, as required by the Order of 1885.
