§ THE UNDER SECRETARY OF STATE (Mr. STUART-WORTLEY) (Sheffield, Hallam)(who replied) said: I am informed by the Commissioner of Police that he is not aware of any case where the "frog's march" has been used without a Special Report being made, as required by the Order of 1885.
