I wish to ask, why it is the right hon. Gentleman the Leader of the House has not carried out his intention of circulating this Bill, as promised on Monday?

I beg to remind the right hon. Gentleman that the day is not over. I know my right hon. Friend is doing hisu tmost to get the Bill circulated according to his engagement.
