§ THE CHIEF SECRETARY (Mr. A. J. BALFOUR) (Manchester, E.)The Drainage Bills will be in the hands of hon. Members in a day or two, and the delay has occurred because I have made a modification in the Bills. Owing to the criticism passed during the debate of the other night I have transferred the selection of members representing the upland from the Grand Jury to the Board of Guardians.
