§ THE UNDER SECRETARY OF STATE (Sir JAMES FERGUSSON) (Manchester, N. E.)The French, troops have not yet evacuated the New Hebrides; but the French Government undertook to withdraw them at the expiration of four months from the signature of the Convention—namely, from the 16th of November last—if it were not possible to do so earlier. Copies of the agreement, with regulations for the guidance of the Joint Naval Commission, will be delivered to hon. Members on Wednesday morning at furthest.
