SIR UGHTRED KAY-SHUTTLE-WORTH (Lancashire, Clitheroe)

asked the Secretary of State for the Home Department, with reference to his statement last Session, that he had considered the recommendations of the Royal Commission on Reformatory and Industrial Schools, which reported in 1883, and that two measures, dealing respectively with reformatory and industrial schools, had been prepared by the draftsmen, and would, he hoped, be introduced next Session, Whether these two Bills are now ready, and how soon they will be introduced?
